With both players in the same WR tier, Downs’ profile is the more dependable roster choice: he ranks higher overall (52nd vs a 14-spot edge) and posts a stronger modeled median (149.6 vs 133.7) plus a higher high-end outcome (185.6 vs 169.7). Downs is also safer (risk 23 vs 21 is close but slightly favors Shakir; the key edge is the higher scoring distribution). Their playoff runway tilts to Shakir (66 vs 53), but the current scoring expectations make Downs the better acquisition now.
